Agriculture Bill 2020 – CALL TO BOYCOTT BJP

Here we will try to understand them in ordinary language from a legal and practical point of view. There are majorly four main points in the new agricultural bill.

  1. The lowest purchase price (MSP) is not mentioned in the law
  2. Legal obligation to not to go court for hearing of any dispute or complaint
  3. To buy agricultural produce at any place
  4. Abolishing the Essential Commodities Act and removing all limitations of collection.

First Point – Where is MSP?

All the arrangements in the country are governed by the provisions of the law and not by the speeches made by the Prime Minister.

A Prime Minister comes and go but the law remains. If the government is serious about the MSP not being given below the minimum purchase price for agricultural produce, then there is no need to make any speech in Parliament or outside.

 The Parliament can simply bring a law or amendment write directly in the existing law clarifying that all purchases will be made above the MSP rate.

Addressing only this first question will solve all confusion and will make farmers assured.

Second Point – Going Court for Justice is Forbidden

In case of any dispute, the farmers will not be able to go to the judicial courts, rather has to file their complaints only to the SDM and SDM can make an appeal to the Collector.

Suppose a farmer files a complaint in front of the SDM against companies like Adani or Ambani, then it is inconceivable in the country like India to reach case at any level since the administrator of these posts, work most like under the political pressure

It's highly unlikely that an SDM or collector will act against Adani or Ambani and in such condition, the complainant will never able to get justice.

The conclusion of this point is that there is a need to be an empowered committee which is equal status of companies at district, state and national level. The committee can be presided by an appropriate individual in which also constitutes a member of parliament or legislature. 

Third Point – Really? As if Farmers Can Fly to Sell their Produce

If a farmer is not getting a fair price against his produce than he or she can sell at any place of choice in the entire country.

How foolish is it said as if farmers can fly or are capable to take their products from one state to another where there is a fair price?

Even the cost of transportation from farm to market is too much for farmers which have often compelled farmers to let their crops rot in the field.

And even if a farmer manages to transport their crop, won't there be a nexus or network of these companies to fix an arbitrary price like those of liquor business network.

Whenever liquor shops are auctioned, traders gather and make biddings as a nexus so that everyone maintains their profit. That ultimately cost losses to the government.

Agriculture produces wither bought at the local market or at the field but the price should always more than of the MSP’s.  And the payment should be made right away. This point should be noted.

Fourth Point – Who is Real Beneficiary Here?

The biggest disadvantage of storing agriculture goods will be of consumers and all the profits will be of wealthy people who can store more and ultimately control the price of the market in whichever way they desire.

How much goods to sell and on what price these power will always be with companies and ordinary consumers will always be enslaved for their kindness.

Maximum 10% profit can be taken in one year by adding the expenses of storage, transportation etc. at the lowest price so that the consumer does not fall prey to loot.

Conclusion

The role of regulating Mandis or adhatiyon (local market) will always be taken by the huge companies of Adani Ambani. They at any cost won't leave this business since the agriculture industry isn't a small business. 

There is no provision mentioned in these laws to protect the interest of farmers and consumers.

The government has left no other choice except calling for movements, organising peaceful and non-violent protests so that we can force the government to take back these anti farmer’s law like Land Acquisition law.

Remember, even a single act of violence anywhere can ruin the movement. There is a lot of power in the organization.

Then What we Can do About it?

A. Surround MLAs, MPs or collectors, submit them with memorandum and ask them to withdraw these laws.

B. Wherever the bi-elections are coming, ensure the candidates of the ruling party should get their bail seized so that pressure can be built on the ruling party.

C. Take the pledge not to give a single grain to any company in the village.

D- Stop MLAs MPs or minister of any parties who are in support of these laws from entering into villages

E. Whoever has voted in favour of this law in the Parliament, they should be socially boycotted and wherever they are seen, ask them questions.

If we follow all these suggested points and remain firm on our ground without doing any religious discrimination for only three years, then we will definitely succeed. Otherwise, be ready to suffer the slavery of generations of new East India companies.

India and the Farmers, youth, labourers, women, tribal, scheduled caste backward castes of India, all section of Bahujan community are now under the threat.
